The NCAA has been exploring changes to the transfer system for the last few years. The first change to the process is eliminating the transfer request.
In the past, schools had to wait until the player had his permission to contact papers. At some schools, this process would take weeks. The new rule has the current school adding the transfer player to a national database within two business days. At that point, all other schools are able to contact the player. It will take a lot of the waiting and games out of the process.
This bylaw will begin October 15.
The NCAA is still debating allowing transfers to be eligible immediately. That suggestion has drawn the ire of many coaches. It will be interesting to see if that change ever becomes a bylaw. Many believe it would make an already high transfer rate balloon to an insane level.
